Important Regulatory Changes: EEI Filing Delays And NAFTA

EEI Filing Changes

EEI filing changes originally effective June 29th, 2020 have been updated and are now expected to roll out in 2 phases:

  1. The Electronic Export Information (EEI) filing requirement for items subject to Supplement No. 2 to Part 744 destined for China, Russia, and Venezuela will become effective on June 29th, 2020. This impacts commodities for military end user or end user license use.
  2. EEI filing for exports to China, Russia or Venezuela of items controlled by Export Control Classification Numbers (ECCNs) not listed in Supplement No. 2 to Part 744 will not be required until Sunday, September 27th, 2020.

EAR99 items are exempt from this change. StarShip supports EEI filing by the carrier OR via the ACE integration to assist with compliance in this area.

NAFTA to USMCA/CUSMA

On July 1, 2020 a new trade agreement between the United States, Mexico and Canada will replace NAFTA. The U.S. Customs and Border Protection (CBP) has not released an official form, however, a new USMCA and CUSMA form will be released as a data update to StarShip version 20.2.
